First, how do users do a review, I don't see the option, second how do I disable reviews as I am getting nothing but spam.

So if that is set to 0 i suppose you dont want the old system, in that case simply delete rate.php or remove from your stats.html ( looks like bots still can access it )

If you want reviews though, we suggest disqus plugin

I just deleted rate.php as some of the "reviews", although held back for approval included some dodgy code.

Belive me disqus is one of the best plugin, can also show related content, reviews, rates, comments as guests, users etc... also theres feature to earn something from their ads.
